Scout - 10% reduction to CPU/PG cloak cost
Amarr - 5% reduction to cloak cooldown time
Caldari - 5% reduction to firing cloak cost
Gallente - 5% increase to scan radius, 5% profile reduction
Minmatar - 5% increase to melee and nova knife damage
For the Caldari, this means that the implied cloaking time is effected LESS by firing. This would mean that the cloak does not instantly drop upon firing a weapon, but likely suffers a significant decrease in the time it is active. Supposedly, this means that there will be a meter that ticks down upon cloaking, and firing a weapon causes a chunk of that meter to disappear (25% less for a lv5 Cal Scout). Hopefully it will just be enough buy you a few extra seconds after a SG or NK to either get a finishing blow or GTFO. That also means that you would need to start firing very soon after activating the cloak to really benefit from the bonus, giving you a bit more time to get a shot off without breaking the cloak or an extra shot to ensure at least one kill.
Only the Gallente Scout gets a reduction to scan profile, considering it also has the most lows, that means it will likely be the only scout that can viably avoid scans. This is balanced by the fact that it is slower than the Minmatar and does not get an extra cloaking bonus.
The minmatar can stab people, but it can't cloak very well nor will it likely be able to avoid scans very well. Combine that with its anemic CPU/PG (unless that changes), and you have a NK/melee suit that is lacking in everything needed to actually get close undetected. No idea what they were thinking with that.
